I have never heard of this folklore. I assume he kidnaps bad children and takes them away in his sack? What's the significance of "Seven Hours" or "Seven O'clock"? (perhaps more accurately?) Does he perhaps cart off kids who don't go to bed at 7:00 when their parents tell them to?
Yes, the Bonhomme Sept Heures kidnaps children if they are not at home and/or in bed at seven o'clock in the evening. Or (depending of the version) if they don't SLEEP by seven, which is a sure way to give your child insomnia. Not bad children per se, just disobedient ones.
